A GIF file can contain a single image, but to animate the image it will require at least two or more pictures / frames combined, which can then be displayed for a few milliseconds in a row and is referred to as an animated GIF.

This program is one of the most complete self gif maker that I know. The interface is clean and user friendly. You can adjust the size of the interface you need. The best part is that you do not need any special knowledge to experiment with it, just add pictures and start making gifs.

3. Microsoft GIF Animator
Gif animation maker program other good is Microsoft GIF Animator.
You can also easily re-order frame by pressing up / down. If you need more advanced features, the available settings for width and height animation, border, undraw methods, transparency and so on.
Some say the program user interface is rather small and the window can not be maximized. This can be frustrating for users who work in GIF file that consists of more frames.

4. XylemStudio AnimateGif
AnimateGif XylemStudio's is one of the best options for a set of very simple functions such as light and simple animated gif. It is a portable application and download size small enough around 96.2KB.
On the other hand, this program has an interface that is very small with no option to maximize it. It does not have a toolbar or menu file to make it more user friendly or feature-rich. It does not support the customization of the output file which is the biggest drawback of this program. It also does not have a slide frames and other transition effects. But overall it was good for gif animator very basic as I've mentioned.

5. GiftedMotion
GiftedMotion is another gif maker that weighs in at a small enough size around 72KB (V1.23). Graphical user interface that is very flexible and customizable, both for the animated gif is very simple and basic.
You can set the time delay, the position of the image and the frame order. But sorely lacking in special effects such as sliding, background color, etc., and without the gifs do not look so impressive and attractive.
When you first run the program, you may need some practice as it is rather difficult to start. For this reason, I do not recommend it to people who are new to make gifs as this loss may turn it off, but overall it was good enough to make gifs simple and basic.

6. SSuiteAnimator
SSuite Animator has a graphical user interface that is very simple but not fully adjusted. It is good to very basic animated gif. You can add / delete an image, save the image list for future use, set a time frame delay and frame positions.
SSuite Animator has a feature list that is something new and useful for you to make a list of the picture and try different frame delay time by simply selecting that list without adding images again and again.
Using it is not so easy because it takes time to practice. I do not recommend it to beginners because it can be very difficult for first time users. The program does not have the main features and effects to make gifs impressive and still needs much improvement.

There are various online services available that allow users to make gifs to upload an image file from your computer or by connecting from the Internet. The main problem with almost every online service limitations, watermarks and privacy, some support no watermark and private output but not all. However, it is almost impossible to list them all, but here are some of them that you can try. (Please read the TOS before trying them there)

Gifpal also gives the user full control over the output file privacy, users can download to their computer or can save them online where they can access only the link or may publish it in the public gallery. This gives the user full control over the file gif and gif file is highly customizable. Overall it was as good as 9 out of 10.
2. Picasion
This limits the number of users can upload up to 10, and the user must select each image separately. Giving these custom options such as user and control over the size and speed of each frame. The good news is not imposing a watermark on gif produced and also gives the user control over privacy gifs. Although, do not have a variety of options for make gif are good but still one of the best online services to create a gif. Overall it is the best of 7 from 1.
3. Loogix
Loogix limiting upload images to ten for each gif and the user must select them one by one. It makes giving simple in which the user can control only the speed of the frame and the output file size. Users can also create animations such as painting, zoom, movie, variegated, blackwhite, blur and many more but separately. Loogix not impose any gif and watermark on the output image quality is also quite good. Overall it was as good as 6 out of 10.
4. MakeaGif
Make a Gif limit the number of users can upload it to 20, but the user can select them simultaneously which is a good feature. Users can easily adjust the picture after uploading because it supports drag and drop feature. Users have control over frame rate and size gif, users can also choose to make it private or public. MakeaGif charge a small watermark in output gif. Gif quality is very good as well. Overall it was as good as 6 out of 10.
5. GifUP
Users can only upload one picture, but gives the user options to clone image 7 times more. This gives users a highly customizable options such as adding text to images, providing a wide range of effects and flipping / rotating option. This imposing watermark to output gif images and also not so good. Overall it was as good as 5 out of 10.
6. gickr
gickr limit the number of images to 10, and the user must select each image separately. This gives users a choice of custom is very limited as control over the size and speed. Impose watermark on each gif. It lacks many important features that make gifs more interesting. Overall it was as good as 4 out of 10.
