Fraps displays the current frame rate on your screen, updated every second, so you can see how well your computer is performing. It works with almost any program that updates the screen regularly (even a video on the website), but it is most useful when gaming. This lets you easily compare your screen refresh rate to, say, a friend's computer or the graphics card before you just upgraded from.
